Naval Defence Act in Britain increases ship-building
The British Parliament passes a Naval Defence Act, requiring the Royal Navy to maintain a number of battleships equal to the total of those of the two next largest navies in the world, at that point the French and Russian. As a result, this triggers an extensive ship-building programme.
