A French plan for intervention in Spain is tentatively accepted by the other European powers at the Congress of Verona after opposition from Austria, Prussia and Britain to an outright invasion by Louis XVIII. They agree that France may intervene in Spain if attacked, or if the Spanish rebels depose King Ferdinand VII.
