An alliance between Britain and Germany has been proposed the previous month, when Kaiser Wilhelm II and his foreign secretary Bernhard von Bulow visit England. However, negotiations are scuppered by Joseph Chamberlain's unwisely over-effusive speech proclaiming such an alliance at Leicester on 30th November, and now Bulow rejects any such agreement.
