A debate takes place in the US Congress between Daniel Webster
and Robert Y. Hayne on the nature of the Union. Hayne supports
state rights, while Webster's second reply to Hayne, in which he
describes the US government as 'made for the people, made by the
people, and answerable to the people', becomes legendary.
