Before war had officially begun against Spain the previous year, Cromwell had issued secret instructions to Robert Blake (English General-at-Sea) to intercept ships between Spain and the West Indies. After England declared war in October 1655, these naval missions began again, and in March 1656, Blake and his second-in-command, Edward Montagu, set sail to undertake a blockade of Cadiz.
