Vice-Admiral John Lawson had been appointed Commander of the fleet in the English Channel fleet earlier in the year. After the Rump Parliament was forcibly dissolved by the Council of Officers in October, he brought his fleet to Gravesend, and threatened to blockade London if Parliament was not restored.
