Parliament passed a “Survey Act” which granted the Ordnance Surveyors legal rights to enter private property with three days' written notice. The passage of this Act arose from the administrative need to map the United Kingdom in much greater detail than had been envisioned in the 1791 when the Ordnance Survey was set up.
