President Wilson appointed this mission to ascertain whether Russia would continue to participate in the First World War following the March Revolution. However, Elihu Root's mission focused on moderates such as Kerensky, failing to fully realise the importance of the Bolsheviks. As a result, the mission concluded that America could convince Russia to remain in the war.
