Context

The Duke of Alva meets with the States-General at Brussels and demands that they grant heavy tax levies. These included the Tenth Penny, a permanent 10% sales tax which would give the government a new financial independence and enable greater centralisation. However, this met with concerted opposition from the Dutch people.
