In signing the Pacification of Ghent, all 17 Provinces of the Netherlands are temporarily united. This agreement demands Philip II to recall Spanish troops, grant religious toleration and summon a representative assembly. They agree to invite Archduke Matthias, Emperor Maximilian II's young son, to become Governor. The Pacification is ratified by the States-General at Antwerp.
