In the Netherlands, the deputies of the southernmost states, Hainault, Douai and Artois, sign the Treaty of Arras. By the terms of this agreement, they undertake to protect the Catholic faith and effect a reconciliation with Philip II. This sets them apart from the northern provinces, whose Calvinist rebels reject both these totems of authority.
