Despite the attempts of King William I of the Netherlands to win favour from the Catholic subjects by signing a Concordat with the papacy the previous year, his absolutist policies have earned him hostility on both sides. As a result, the Clerical and Liberal Parties in Belgium form a united front in opposition to the King.
