Count Arnim, who until recently served as German ambassador in Paris, is arrested in Germany, charged with embezzling State papers. However, his arrest is really the result of his attacks on the French Republic. A Conservative plot is later revealed in Germany that had planned to replace Bismarck with Arnim.
