The mutual interest that fuelled these negotiations was largely the fact that both countries opposed Russian expansion. However, the United Kingdom was dubious about abandoning its isolationist policy and unwilling to protect Japanese interests in Korea, while Japan did not wish to support British interests in India. These issues slowed negotiations.
