Tsar Nicholas II with his new foreign minister, Sergei Sazonov, agrees with William II at Potsdam to cease opposition to the Baghdad Railway on the condition that Russia is given a free hand in North Persia. Britain is dismayed by Russia's negotiations with Germany on the railway question without consultation.
