David Lloyd George's Act organised compulsory insurance for lower paid workers. It also established a fixed capitation fee for doctors. Two ninths of the fees were paid by the government, while the rest was covered by insurance. However, only wage earners benefited from the act. Families were often not covered at all, or depended upon voluntary hospitals.
