President Woodrow Wilson vetoed the bill, but the House and Senate overrode him and passed it. It stipulated that no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act. As a result of this Act, the production and distribution of alcoholic drinks was largely taken on by criminal gangs, leading to much gang violence.
