In England, Charles I's first Parliament meets, sitting until 12th August. The House of Commons blames the Duke of Buckingham for the mismanagement of governmental affairs. Against all precedent, they vote tonnage and poundage for one year only, instead of for the rest of the King's life, which means that Charles will have to call frequent Parliaments if he wants a regular income from this source. They also refuse to vote supplies for the war against Spain, so Charles resorts to a forced loan.
