Cardinal Richelieu centralises French administration by
expanding and reforming the office of Intendant. Commissioned to
individuals rather than hereditary offices, these posts were useful
for the government as immediate delegates of the Crown. They had
previously been used primarily as tax inspectors, but now Richelieu
expands their role, making them into provincial governmental
administrators.
