Napoleon III had initially supported the Hapburg Archduke
Maximilian in taking up the Mexicans' offer to become their Emperor
in 1863. However, in the face of strong opposition to Maximilian
from Republicans (in turn supported by the USA), Napoleon now
withdraws his support.
