German Kaiser William II makes a visit to Britain, and at Cowes
on the Isle of Wight, has discussions with Prime Minister Lord
Salisbury. The British leader proposes the partition of Turkey, but
the Kaiser fears that this will lead to war between Germany and
Russia, and a profound mutual distrust develops between the two
men.
