King Gojong of Korea proclaims himself Emperor Gwangmu, marking
a symbolic severing of ties with the traditions of the Qing Chinese
Empire, and declaring complete independence from the Chinese.
Russia and Japan intervene to preserve order in the wake of this
declaration, but leave the emperor independent.
