Joseph Chamberlain, British Secretary of State for the Colonies, suggests an alliance between Britain and Germany. This is negotiated at length but its only formal result is a Convention signed in August over the hypothetical partition of the Portuguese Empire in the event of its bankruptcy. An actual alliance is never signed, and less than two decades later the two countries are at war.
