Kaiser William II and his foreign secretary, Bernhard von Bulow, visit England to discuss a possible Anglo-German alliance. However, negotiations are scuppered by Joseph Chamberlain's unwisely over-effusive speech proclaiming such an alliance at Leicester on 30th November.
