When the 104th Congress opened on 4 January, Senator Bob Dole (R-KS) became Senate majority leader and Representative Newt Gingrich (R-GA) was elected House Speaker. A bill to end Congress’s exemption from federal labour laws, first in a series of measures in Republicans’ ‘Contract With America,’ cleared Congress on 17 January.
