In exchange for full immunity, Monica Lewinsky agreed to testify to Kenneth Starr’s grand jury investigation on Whitewater. On 6 August Lewinsky testified that she had had a sexual relationship with President Clinton; however, she made clear that she had not been instructed to lie. On 17 August President Clinton acknowledged his having had an inappropriate relationship with Lewinsky to the nation during a televised address on 17 August. On 9 September Kenneth Starr sent to the House of Representatives what he called ‘substantial and credible information that may constitute grounds’ for impeaching Clinton.
