The Strategic Arms Reduction Treaty (START) of July 1991 was the ultimate culmination of talks between the United States and Soviet Union dating back to 1982. Prior to that the negotiations had been termed Strategic Arms Limitation Talks (SALT). The July 1991 treaty called for the Soviet Union to eliminate 25% of its nuclear arsenal (11,000 to 8,000). The United States, in turn, would reduce its stockpile of nuclear warheads by 15% (12,000 to 10,000). Specific targets were also set for the number of strategic missiles and heavy bombers each country could have.
